The wooden raised and covered walkways contain services, water, electricity etc. Permafrost and heave mean it would be difficult and expensive to bury them, the weather especially in winter would presumably make overhead cables too vulnerable, so these long wooden channels do the job. They are everywhere and frequently in an advanced state of dilapidation like those on the left here.
