Smaller ships are able to tie-up in this manner to mooring points on shore to enable a long pipe-line through which fuel oil could be pumped to a bulk fuel tank on shore. The brown pipe, flat and not in use at the time of this picture can be seen snaking at approx. 30 degrees from the bottom left of this picture.
