This is the broken remains of a steel water barge dating from Signy's whaling past. It was used to carry fresh water from Pumphouse Lake just a mile or so from base back to the whaling station. The lake would fill with melt water acting as a natural reservoir so the whalers built a pump house (hence the name) containing an internal combustion engine powering a water pump that would fill the barge to be towed back.
